The human wallet phenomenon was created by design en masse. This has been largely at the U.S. Tax Payer's Expense, through the NATIONWIDE inclusion of the middle-class into the Title IV-D Welfare programs funded by federal block grants. We have been asking the questions:

A colleague of mine and I began asking why the Federal Government has been footing over 2/3 of the bill for including the middle-class into the operations of state Title IV-D welfare programs. Why is the poor and middle-class tax payer paying this bill? Why has the poor and middle-class been paying this bill for over 7 years. Why has the poor and middle-class allowed for $4,200,000,000.00 of our tax money to be allocated to pay to the states for the operation of their Title IV-D welfare programs that have NO ELIGIBILITY REQUIREMENTS.
